Windows 11 activation errors, what each code means and what to try
Almost every Windows 11 activation error code points to one of six causes. The product key is invalid or already used, the key doesn’t match the installed edition, the hardware has changed, the PC can’t reach Microsoft’s activation service, Windows is looking for a company KMS server, or a command needed administrator rights. Find your code in the table below and go to the section for its group.
Only the first group needs the seller of the key. The others can be sorted out on the PC itself.
Check what Windows reports
Open Settings > System > Activation. The status line says whether Windows is activated and, if it is, whether that’s with a product key or with a digital licence linked to your Microsoft account.
For more detail, open Command Prompt and run this.
slmgr /dlv
A window shows the edition, the last five characters of the installed key and the licence channel. A retail or OEM channel is what a home or small business PC normally shows. VOLUME_KMSCLIENT means Windows is set up to activate against an organisation’s KMS server, and that explains a whole group of errors further down.
To see whether activation is permanent, run this.
slmgr /xpr
Neither command needs administrator rights.

Product key errors
0xC004F050 means Windows doesn’t accept the key. Microsoft’s troubleshooting guide gives the message as “The Software Protection Service reported that the product key is invalid” and puts it down to a typo, or a beta key used on a released version of Windows. Look out for O and 0, B and 8, and S and 5. If you pasted the key, type it in by hand instead.
0xC004C003 comes back from Microsoft’s activation servers. The consumer help page says “You may see this error because the Windows 11 product key you entered isn’t valid,” and the troubleshooting guide’s message for the same code is “The activation server determined the specified product key is blocked.”
0xC004C008, 0xC004C770 and 0x803FA071 all mean, in Microsoft’s words, that “the product key has already been used on another device”.
None of these can be changed from the PC. Contact the seller with the error code and a screenshot of the Activation page, and ask for the key to be checked or replaced.
Edition errors
A Windows 11 Pro key activates Windows 11 Pro. When the installed edition is something else, or Windows was reinstalled as a different edition, one of these codes appears.
- 0xC004F212 means “The product key used on this device isn’t compatible with this edition of Windows.” It usually follows a reinstall with the wrong edition.
- 0xC004F210 and 0xC004F034 mean the key or the digital licence belongs to a different edition or version.
- 0xC004E016 reports the same mismatch, a key for a different version or edition of Windows.
- 0xC004F00F appears when someone enters a key for the Enterprise edition to activate Windows 11 Home or Pro.
- 0x803FA067 sits in the same block of codes as 0xC004F050 on Microsoft’s help page. It is often reported when an edition change such as Home to Pro is tried with a key that isn’t accepted for that upgrade.
Check the installed edition in Settings > System > About, under Windows specifications. If it says Home and you have a Pro key, use Change product key on the Activation page, which upgrades Home to Pro in place. Our comparison of Windows 11 Home and Pro has the full steps. If Windows was reinstalled as the wrong edition, run the Activation troubleshooter next.
Hardware changes and missing licences
Windows 11 ties its digital licence to the PC’s hardware. Microsoft explains that “When installing Windows 11, the digital license associates itself with your device’s hardware,” and after a major change such as a new motherboard, Windows may no longer find a licence that matches the device.
- 0xC004F211 means “Windows reported that the hardware of your device has changed.”
- 0xC004F213 means “Windows reported that no product key was found on your device.” It’s common after a clean installation on a replaced motherboard.
- 0x803F7001 and 0x800704CF mean no valid licence was found for the device.
If the digital licence was linked to your Microsoft account before the change, the Activation troubleshooter can bring it back.
- Sign in to Windows with an administrator account.
- Go to Settings > System > Activation and select Troubleshoot. Microsoft notes that “This troubleshooter will only be available if your copy of Windows 11 isn’t activated.”
- Select I changed hardware on this device recently, then Next.
- Sign in with the Microsoft account the licence is linked to. The troubleshooter only works with that account.
- Pick the device you’re using from the list and select Activate.
If the licence was never linked to an account, enter the product key again on the Activation page.
To be ready next time, link the licence while everything works. On the Activation page, select Add an account and sign in with your Microsoft account. Microsoft strongly recommends doing this on every Windows 11 PC.
Network and server errors
These codes mean the PC couldn’t complete the exchange with Microsoft’s activation service.
- 0x80072F8F appears, according to Microsoft, “if the date and time for the device is incorrect”. Go to Settings > Time & language > Date & time, turn on Set time automatically, select Sync now and try again.
- 0xC004FC03 points to the internet connection or a firewall. If something on the network blocks activation, activate by phone. Type SLUI 04 in the search box on the taskbar, select it from the results and follow the instructions on screen. Windows 11 Pro Education and Windows 11 Pro for Workstations are the exception, because on those editions Microsoft says “you must activate Windows over the internet”.
- 0x8007267C means there’s no connection or the activation server is temporarily unavailable.
- 0x87E10BC6 means the problem is on Microsoft’s side, with its activation server or licensing service. Wait a few minutes, run the Activation troubleshooter and try again.
- 0xD0000272, 0xC0000272, 0xC004C012, 0xC004C013 and 0xC004C014 mean the activation server is temporarily unavailable. Windows activates on its own once the service is back.
- 0xC004E028 means a request is already being processed. Give it a few minutes before trying again.
KMS errors on a home or office PC
0xC004F074, 0x8007007B and 0x8007232B come from KMS, the activation system larger organisations run on their own networks. Microsoft’s message for 0xC004F074 includes the line “No Key Management Service (KMS) could be contacted”, and 0x8007007B and 0x8007232B both mean the KMS client can’t find the KMS server’s records in DNS.
On a home or small office PC, these almost always mean Windows has a KMS client key installed, either because it was set up from an organisation’s installation media or because the PC once belonged to one. Windows keeps looking for a KMS server that isn’t there.
Run slmgr /dlv, look for VOLUME_KMSCLIENT in the description and check the edition on the same screen. A Pro key won’t activate an Enterprise installation, so the edition has to be Pro first. If it’s Pro with a KMS key, replace the key with your own, either through Change product key in Settings or from a Command Prompt opened as administrator.
slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
slmgr /ato
The first command installs the key and the second activates it online.
Permission and general errors
- 0x80070005 is “Access denied. The requested action requires elevated privileges.” Run the command again from a Command Prompt opened with Run as administrator.
- 0xC004E003 can appear after third-party software has changed system files. Microsoft suggests restoring the PC to an earlier System Restore point.
- 0x80004005 is a general error. Run the Activation troubleshooter first. If that doesn’t help, Microsoft’s last suggestion is to reset the PC.
Who to contact
Key errors go to whoever sold you the key, because nothing on the PC can change a key’s status on Microsoft’s side. Edition, hardware, network and KMS errors can usually be cleared with the steps above. For a code that isn’t listed here, Microsoft’s advice is to enter it in the search box of the Windows Help app.
If you need a key, Windows 11 Pro is available for one PC, or together with Office in the Windows 11 Pro and Office LTSC Professional Plus 2024 bundle. For a fresh installation, our setup guide for Windows 11 Pro and Office 2024 covers activation in the right order.
